It is simple, Palforce. Think of it from your perspective.
A Believer slaughters Kufr? Glorious Jihad.
A Kufr slaughters Kufr? Let the sons of monkeys kill the sons of pigs, eh? Win-win for Allah if ever there was an instance of it.
A Kufr slaughters Believers? Terrorism, pure and straight.
Now just transplant this to Moscow, substituting "Russian" for "Believer" and "Not Russian" for "Kufr". Hamas and Hebzollah have very cordial relations with Putin's government, and they "understand" each other's uses. So, as H&H are not killing R's, they are not terrorists [they, in fact, fall into that win-win scenario]
Now, that the puzzlement is over, you may rest easy.

Dear Mr. Anonymous,

I think you got it wrong.
-The people who were cast as monkeys and pigs by God never bread again and did not have any children.
-Hamas & Hizbullah are two resistance groups who are part of their government and fight within their borders. Such as the IDF and any other uniform army.
-I'm not sure if you are aware of this or not, but the USA backing Israel is getting old and both countries are excluding themselves from the rest of the world. The rest of the world is standing up for the TRUE FREEDOM of other people.

They didn't make the terrorist lists of anyone but: US, Israel, Canada, UK
